The new Pakistan country strategy is in the process of development and will focus on building resilience and active citizenship through volunteers.  VSO Pakistan works through a partnership model with Civil Society Organisations, governments and the corporate sector.  VSO Pakistan is looking for an enthusiastic Business Development Manager to enhance the capacity of the Pakistan team and our Partners. This is your chance to provide a meaningful contribution to VSO Pakistan’s strategic priority programme areas of Disaster Management, Peace and Conflict Resolution and Gender based violence.  In so doing, you will play a key role in the Pakistan team and together define the way our operations in Pakistan look for years to come.

Job Description:
Business Development Manager - Pakistan
Responsible to: Head of Funding, Asia Pacific & Country Director, VSO Pakistan
Purpose of role:  To support VSO Pakistan Country Office by leading proposal development processes and relationship development with donor community in Pakistan.

Responsibilities

Deliver against income targets

·          Support VSO Pakistan to seek, anticipate, plan and respond to restricted funding opportunities from institutional donors, trusts & foundations, the corporate sector and major donors;

·          Draft concept notes, expressions of interest and proposals (in close collaboration with country office staff, partners and volunteers etc) ensuring that they meet each donor’s quality standards.

·          Support the design of a Country Funding Plan for Pakistan that matches the country strategy with funding opportunities and a clear action and engagement plan.

Raise VSO’s profile and build funding partnerships

·          Support VSO Pakistan to promote VSO’s visibility among donor communities and development networks;

·          Research possible collaborations with partners for joint-programming and / or consortia opportunities, including INGOs, local agencies, corporate and major donors.

·          Prepare materials (concept notes, briefings and presentations) needed to facilitate donor engagement and ensure follow up of positive donor meetings.

Network internally and work globally

·          Coordinate proposal development working closely with VSO’s Donor Managers, finance managers, policy advisors, volunteer placement advisors, M&E specialists, etc. to create high quality, competitive and feasible proposal applications that will advance VSO’s strategic directions at county level;

·          Identify, collate and share good practice and learning around donor opportunities and requirements.

·          Support the capacity building and training of country office team and local partners on proposal development and help conduct trainings to continually build capacity and promote effective and efficient processes

Key Performance Indicators

The  region meets or exceeds its restricted income targets

·       Amount of proposals submitted and the value of those applications

·       Success rate of applications



The  region’s donor base is deepened and diversified

·       The number of major donors, corporate supporters, trusts and foundations, and institutional donor proposals supported



The  region plays a full and visible role in VSO’s global fundraising effort

·       Information about CO fundraising priorities are shared with Donor Managers across VSO

·       Fundraising activity in the region is tracked and key metrics reported on.



CO capacity is developed through the process of preparing proposals in a participatory manner with emphasis on learning by doing

·       Evaluation feedback from CO and wider VSO team is positive

·       Number of training modules conducted alongside proposal development processes

Skills/Experience Required

·       Strong interpersonal skills, including written, verbal and presentation skills used in international settings

·       Strong administrative and organizational skills used in isolated settings

·       Ability to be self-directed and take initiative within organisational mandates

·       Proven ability to research new funding opportunities and to make appropriate judgements about their potential to realise significant restricted income

·       Proven ability to develop log frames

·       Experience in leading workshops for

·       Experience writing proposals for institutional donors (e.g. EC, USAID, DFID, UN or other institutional funders)

·       Educated to degree level in an international development-related discipline preferred

·       IT skills including fluency in Excel and database usage

·       Experience of establishing and negotiating partnerships between organisations

·          Experience of preparing compelling, high quality documentation (concept notes, presentations, proposals, budgets, reports, etc) for different donor types

·          Experience of working in a remote matrix managed environment, and of working with colleagues from different cultures

·         Interest in or experience of living in Asia.
